Is there a skip tracing tool that is free with no catch?

Public records are free: the county assessor and the secretary of state. They give you names and mailing addresses, not phone numbers. For phone numbers, a free start usually means a trial or a one-time pack. Tracepoint's is 5,000 lookups, once, with no card.

Which tool finds the most correct numbers?

We have not run a fair side-by-side test, so we do not claim one. The honest way to find out is to run the same few hundred owners you already know through each free option and count the right numbers yourself.
